PLANNING

A client’s first working contact with MSA Consulting is usually with the Planning Department, which provides land planning, entitlement strategies and environmental consulting services. The MSA Planning Staff has an impressive combination of education and experience, bringing creativity, character and thought to project designs. Planning members take pride in their abilities to identify the issues associated with a proposal, be attentive listeners, pose creative solutions and effectively guide clients through the entitlement maze. CIVIL ENGINEERING

Civil Engineering has been a core service of MSA Consulting since the company’s inception in 1976. The firm has a solid reputation for excellence, honesty and quality that is reflected in a 95% rate of repeat client and referral business. The Civil Engineering / Production Department works directly with clients, transforming their visions into reality, and producing projects that positively impact the surrounding neighborhood and environment. The firm’s skilled technical design team is responsible for calculations, creative problem solving, conceptual and final design, project management services, and plan processing; all projects are overseen through agency approval.


LAND SURVEYING


MSA’s professional surveyors, field crews and office technicians comprise the most formidable land surveying and mapping team in the Coachella Valley. Their use of the most sophisticated equipment currently available, including the latest in Global Positioning Systems (GPS) and robotics, ensures precision and accuracy that surpasses industry standard requirements on even the most demanding projects. The Department’s field party chiefs, instrument men, and technicians have extensive experience providing proactive solutions to ensure “problem prevention”, identifying potential field issues well in advance in order to save clients considerable time and money. MSA Consulting has performed mapping services for over 1,000 different parcels and over tens of thousands of acres. In addition to traditional boundary mapping, the firm performs ALTA maps and certifications, aerial photography, and topographic and utility mapping.

 

ENVIRONMENTAL SERVICES


MSA Consulting has a thorough understanding of the environmental challenges and solutions unique to the Coachella Valley. The Environmental Services Division provides innovative, proactive and cost effective solutions in response to increasing environmental legislation and concerns.

Some of the services offered include Initial Studies, Environmental Assessments, PM-10 Fugitive Dust Mitigation Plans, Storm Water Pollution Prevention Plans and Environmental Impact Reports. The Department also works with clients to ensure compliance with California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) requirements and handles all agency approval processes.

 

DRY UTILITIES

The firm’s Dry Utilities Department performs any number of selected utility-related services including, managing utility installations, creating base plans, coordinating with utility agencies, developing cost estimates and performing conflict studies.

ROBERT S. SMITH, P.E.
PRESIDENT
Mr. Smith is a founding principal who established the company in 1976 and became president and sole stockholder in 1997. He has been a practicing engineer for 32 years working on a variety of projects for both private industry and public agencies. His firm, MSA Consulting, Inc., has successfully completed over 1,700 projects in Southern California. Mr. Smith earned a B.S. degree in Civil Engineering with high honors from Michigan State University and an M.S. degree in Environmental Engineering Science from Caltech. He is a registered civil engineer in California and Arizona and is active in numerous professional organizations.

MICHAEL OEHLBAUM, C.P.A.
CHIEF FINANCIAL OFFICER
Michael Oehlbaum joined MSA Consulting in 1999 as Chief Financial Officer. He brought to MSA his prior experience as CFO for several organizations as well as a business owner. Mr. Oehlbaum contributes considerable business knowledge and financial expertise to the firm. Mr. Oehlbaum’s responsibilities include handling all financial matters related to the firm’s operation including overall financial planning and management, financial statements, job cost accounting, accounts receivable, and accounts payable. Mr. Oehlbaum holds a degree in Business from California State University, Northridge and is a licensed CPA.

ROGER GALLI
CHIEF OPERATIONS OFFICER
Roger Galli came to MSA Consulting, Inc. as Chief Operations Officer after twelve years with United States Filter Corporation. At MSA, Mr. Galli is responsible for managing non-technical operations at the firm so that the Project Managers and Department heads can focus their energies on managing the projects and serving the clients. In addition to overseeing standard office operations, he has developed and customized an integrated tracking system for the firm that includes all project submittals, contracts, outstanding proposals and active jobs. He holds a B.S. degree in Accounting from Illinois Wesleyan University.

SANDY FOX
DIRECTOR OF ADMINISTRATIVE SERVICES
Ms. Fox, as Director of Administrative Services, provides Administrative support to the President, supervises and directs all clerical staff, and has the added responsibility of managing the administration of the firm’s contracting services, including preparation of proposals and formal agreements for services. As a key staff member since 1980, Ms. Fox provides direction to the Administrative Team ensuring exemplary support for MSA’s executive staff and technical departments. With the priorities of clear communication, timely and thorough correspondence and successful problem solving, she and her team achieve the primary goal of overall client satisfaction.

CHERYL MURPHY
PROJECT ADMINISTRATOR / PRODUCTION
Cheryl Murphy has been with MSA Consulting since 1994. As Project Administrator, Ms. Murphy oversees the coordination of all document submittals to clients and agencies and manages the firm’s Administrative Staff for each technical division. Ms. Murphy also acts as the liaison between Project Managers and client/agency groups, facilitating communication, expediting the plan approval process, and tracking and monitoring the status of more than 60 active projects at any one time.

ALISA BRADLEY, P.H.R.
As Human Resource Director, Ms. Bradley administers the firm’s professional insurance and employee benefit programs such as health insurance, 401(k) and continuing education. She is also responsible for recruiting, new staff orientation, monitoring the ever-changing realms of insurance and labor laws, along with preparation and updating of company policies and procedures manuals. Ms. Bradley joined the MSA Team in 2002 and has overseen and managed the firm’s rapid growth during that time. Her key professional motivation is taking great care to balance the employees’ best interests with the firm’s best interests.

MARGO THIBEAULT, A.I.C.P.
DIRECTOR OF PLANNING SERVICES
Ms. Thibeault joined MSA as a Project Manager in 1998. She has 17 years of experience in local government, including 5 years as Planning and Building Director of Calistoga, CA and positions in Palm Springs and Cathedral City. With a Masters Degree in Public Administration from California State University San Bernardino, Ms. Thibeault enhances MSA’s ability to help clients in development of land planning and entitlement processing. As Director of the Planning Department since 2003, she is responsible for all aspects of the firm’s planning, including proposals, staffing and the technical integrity of completed documents.

MARVIN ROOS, A.I.C.P.
DIRECTOR OF DESIGN DEVELOPMENT
Mr. Roos joined MSA in 1992 after serving the City of Palm Springs for more than 20 years, including 13 years as the head of its Planning Department. With a Bachelor of Architecture Degree from the University of California at Berkeley and more than 35 years of planning experience, Mr. Roos has an exceptional depth and breadth of knowledge in his field. During his tenure at MSA he has helped develop the Planning Department into the Coachella Valley’s premier planning group. In addition to providing senior project management for MSA, as Director of Design Development Mr. Roos oversees the creative aspects of the entire firm’s land planning assignments.

FRANCES CHUNG
SENIOR PLANNER
Ms. Chung joined MSA’s Planning Department in 2003. With a Masters Degree in Public Administration she has 8 years of planning experience in the areas of social,economic, emergency preparedness and land use planning with the Government of Guam, the City of Carrollton and FEMA. She is a Senior Planner with the Planning Department and is responsible for coordinating entitlement processing of applications for annexations with LAFCO and entitlements with various jurisdictions along with the preparation of Specific Plans and related support documents.

AARON WERNER
PLANNER
Aaron Werner joined MSA in 2005 after earning his Master’s Degree in Urban Planning from The State University of New York at Binghamton.  Mr. Werner also holds a Bachelor’s Degree from Binghamton in Environmental Planning.  Having a background in both of these highly integrated subjects allows Mr. Werner to diversify his workload and become involved in various projects in both the Planning and Environmental Services Departments at MSA.  As a Planner with MSA, Mr. Werner’s duties include:  preparation of project Specific Plans, Phase I Environmental Assessments and CEQA documents, assisting clients with entitlement processing, and managing the firm’s GIS capabilities.
 
ROSA ZINGG
PLANNER
Ms. Zingg joined the MSA Planning Department in 2005 after earning her Master’s Degree in City and Regional Planning from California State Polytechnic University San Luis Obispo.  Ms. Zingg assists clients with the entitlement process for residential, commercial and industrial projects within the Coachella Valley and surrounding high desert locations.  Her focus includes due diligence research, the preparation and submittal of all pertinent annexation, development and environmental applications, the coordination of required special studies, and the facilitation of local, state and federal agency negotiations.
 
DAVID DEWEGELI
DESIGN DEVELOPMENT COORDINATOR
Mr. Dewegeli joined the MSA Consulting Planning Department in 1999. He began his career as a CADD draftsman, moving to Planning Technician and now serves as Design Development Coordinator. In his current role, Mr. Dewegeli works closely with MSA clients, Project Managers and the design teams. He coordinates and develops site plans, preliminary grading plans and planning exhibits for projects through the initial planning and entitlement phases. Mr. Dewegeli received an Associate of Science degree from ITT in 1998.

BRUCE S. KASSLER
DIRECTOR OF PRODUCTION SERVICES
Mr. Kassler has been with the firm since 1990. He earned his Bachelor of Architecture degree from Cal Poly, San Luis Obispo, and is a Certified Environmental Inspector, an ICBO Certified Building Inspector and a General Contractor, Classification B. His responsibilities at MSA include specific design solutions and management of complex civil engineering projects including the Hyatt Grand Champions (hotel, villas, convention facility and spa), the Lodge at Rancho Mirage (hotel, villas and spa), the Palm Springs
Convention Center, Mountain Gate residential community, Griffin Ranch residential community, Palm Desert Assessment District and Desert Gateway/Monterey 170 (commercial/industrial).

PAUL R. SEPULVEDA
DIRECTOR OF DESIGN / SENIOR PROJECT MANAGER
Mr. Sepulveda joined MSA as a senior designer in 1978. He earned an Associate of Science degree from West Hills College and has 35 years of experience. He has overseen the design and production of the majority of the MSA production projects over the past 28 years. His responsibilities as Director of Design/Senior ProjectManager have included engineering design, project management and construction support services for golf/residential developments, community water system expansions, wastewater treatment plant expansions, airport expansions, and commercial and institutional developments.

JULIAN DE LA TORRE, P.E.
SENIOR PROJECT ENGINEER / PROJECT MANAGER
Mr. De La Torre was born and raised in the Coachella Valley, attended UCLA and graduated with an Engineering degree in 1983. He was registered as a Civil Engineer in 1989 and joined MSA in 1995. Today he brings over 23 years of experience as a designer, engineer, and project manager. He has served as project manager for a wide variety of projects including: the 1,200- home residential and golf resort project of Escena in Palm Springs, the 800- home residential project Talavera in Indio, and the 700,000 square foot Arrowhead Water Bottling Plant in Cabazon.

MARCO CELEDON
PROJECT MANAGER
Marco Celedon, who was born in Indio and raised in Coachella and Thermal, received his Bachelor of Science degree in Civil Engineering from USC. As a Project Manager with MSA, he has particular expertise in water, sewer and storm drain applications. Appointed by Riverside County Supervisor Roy Wilson, he serves as chair of the Thermal Community Council. He also serves as a Mentor for the ACE Mentorship Program, assisting high school students with careers in architecture and engineering and is a board member of D.A.C.E. Mr. Celedon joined MSA Consulting, Inc. in 1999 and holds an E.I.T. certificate.

RODNEY REED, P.E.
SENIOR PROJECT ENGINEER
Mr. Reed joined MSA in 2003 as a Project Engineer. While experienced in various aspects of civil and infrastructure design, including roadways, water, wastewater, drainage and grading, his focus at MSA has been hydrology and flood controldesign. In this capacity, he is involved in the majority of the civil engineering projects designed by MSA. Mr. Reed earned degrees in Civil Engineering and English from the University of Tennessee and is a registered civil engineer in the State of California.

JOSEPH A. BAIZA
PRODUCTION RESOURCES COORDINATOR
Mr. Baiza has been with MSA since 1989. Promoted to Project Resources Manager in 2001, he has since then utilized over a decade of drafting and design experience to facilitate communication between client, project manager, designer and drafting technician. Mr. Baiza supervises, schedules and reviews the work of the CADD designers and technicians while balancing the management of projects and expectations of clients. He is closely involved in the hiring of key Engineering/Production staff and works
to promote the accuracy, care and timeliness that MSA is known for.

SCOTT WIEBORG
PROJECT ENGINEER
Scott Wieborg joined MSA in 1995 after graduating from the University of California at Davis with a Bachelor of Science degree in Civil Engineering. His responsibilities have included CADD drafting and CADD standards design. As a Project Engineer, he is experienced in various aspects of civil design, but primarily focuses on streets and grading. He has been involved in such complex projects asGriffin Ranch, the Palms Springs Convention Center and the Hyatt Grand Champions Hotel. Mr. Wieborg holds an E.I.T. certificate.

JAIME SAN AGUSTIN
SENIOR DESIGNER
Jaime San Agustin joined MSA in 1996 with 8 years of experience in various aspects of civil design. He graduated from Perpetual Help College of Rizal in Manila, Philippines, with a Bachelor of Science degree in Civil Engineering. As a Senior Designer his primary focus is on street, storm drain and grading design. He has been lead designer in a variety of projects such as Trilogy at La Quinta, Escena at Palm Springs, Cahuilla Elementary School, Rio Vista Elementary School, Lowe’s Home Improvement in Palm Springs and Old Town La Quinta. Mr. San Agustin holds an E.I.T. certificate.

CHARLES HARRIS, L.S.
DIRECTOR OF SURVEYING AND MAPPING
Mr. Harris joined MSA Consulting in 1983. He has over 33 years of industry experience. As Survey Director, his responsibilities include the supervision of the processing of final maps, ALTA surveys, condominium plans and fieldwork conducted by the firm’s survey crews. He is past President and an active member of both the Desert and Riverside chapters of the California Land Surveyors Association. Mr. Harris’ expertise in surveying and mapping, along with his leadership skills, has earned the firm a solid reputation as the Valley’s leading land surveyors.

DOUGLAS REDLIN, P.L.S.
SENIOR SURVEYOR
Doug Redlin joined the MSA family in 2001. He has over 15 years of experience in the land surveying and mapping industry, seven of which have been in the Coachella Valley. His broad range of field experience, keen eye for detail and “get-it-done” work ethic keep MSA at the forefront of the Valley’s land surveying and mapping firms. Mr. Redlin also ensures that MSA maintains the latest technological advances in equipment and software to increase the efficiency of field and office operations. He is a past President and active member of the Desert Chapter of the California Land Surveyors Association.

ANTHONY MADDOX, P.L.S.
SENIOR SURVEY ANALYST
Anthony Maddox joined MSA Consulting in 1989, after extensive office and field experience with private surveying firms in Arizona and Orange County. Thirty years of industry experience has provided Mr. Maddox with an incredible working knowledge of all aspects of mapping, including Final Maps, ALTA Surveys, Records of Survey, Lot Line Adjustments and Condominium Plans for DRE filing. Mr. Maddox’s strict attention to detail and analytical skills are invaluable to the MSA Survey and Mapping Division, allowing the firm to maintain the highest level of survey and mapping standards.

MICHAEL J. SCURO
FIELD CREW SUPERVISOR / SENIOR SURVEY TECHNICIAN
Michael Scuro joined MSA Consulting in 2002. He has 17 years of experience in land surveying in Southern California as both a chainman and party chief. Recently, Mr. Scuro assumed the position of Field Crew Supervisor for the Survey Department, scheduling and directing all of the firm’s field survey crews as well as providing technical support. His extensive experience ranges from commercial buildings to complex master planned communities. Mr. Scuro has also served as Vice President of the Desert

SPECIALTY SERVICES

JACK FOX
UTILITIES MANAGER
Mr. Fox joined the firm in 1999, assuming a variety of roles including management of the utilities group. His related responsibilities include preparation of electronic base plans, design coordination services and on-site construction supervision for projects of various complexities, including a recent 600-acre project with 1,200 home sites and an 18-hole championship golf course. Additionally, Mr. Fox does cost estimating and performs utility conflict studies. Mr. Fox has an excellent working relationship with all the local public utility agencies and is an active participant in the local Building Industry Association where he has served as Chairman of the Membership Committee.

MICHELLE WITHERSPOON
DIRECTOR OF ENVIRONMENTAL SERVICES
Ms. Witherspoon joined the Planning Department in June of 2000. With a Master’s Degree in Urban and Regional Planning from California State Polytechnic University, Pomona and a Bachelor of Science in Zoology from the University of Oklahoma, Ms Witherspoon brings an understanding of the convergence of natural systems and planning. She is a Registered Environmental Assessor and a Certified Environmental Consultant. As Director of Environmental Services and a project manager for the firm, she oversees the preparation of the firm’s environmental documents / plans. Additionally, she provides consultation for the challenging environmental issues that arise in the firm’s planning and engineering projects.

LAWRENCE MORITA, A.S.L.A.
LANDSCAPE ARCHITECT
Mr. Morita joined MSA’s Planning Department to direct the firm’s expansion into Landscape Architecture. He brings 30 years of varied landscaping experience, including the design and supervision of residential, industrial and commercial projects, both public and private. His portfolio includes large-scale commercial projects, regional shopping centers and public parks. Mr. Morita received his B.S. degree in Landscape Architecture from California State Polytechnic University Pomona. As a California licensed Landscape Architect, he operated Morita and Associates for the past 10 years, a landscape design and contracting company in Riverside. Mr. Morita brings a combination of superb design talent together with a keen sense for the pragmatic side of landscape installations.
